However, they claimed a bulb was loose and when I went in tester told me ‘passed, no advisories’ (as expected) and that he just corrected a bulb in 10 seconds when testing (as I would have expected). Drive home and open the paperwork to see that he failed me on the headlight to then reissue a pass which he never discussed or disclosed was the case."
